That doesn't have to be the case. you probably mean that the wheel will rub the shocks/springs. That depends not only on the ET, but also on the width of the rim. A ET40 rim that is just 4 cm wide will not have a problem at al (exagerating, but you get my point).
Thats why you should always mention rim width along ET. More serious companies use backspacing which is a combination of the two.

A wheel to steer the front of the car
A pedal to steer the rear
