Normally scantranslations would be allowed, just like the fantranslations of the anime.
 But I'm sorry, the page you linked also contains scanned Tokyopop books, so I've removed it. No problem
I love the Initial D fantranslations by Inane and I hate the Tokyopop translations, but unfortunately Tokyopop needs to make a living.
