I've seen people selling them second hand as much as they are new. I'll be selling the rotating grille off mine as soon as I get a normal replacement if anyone is interested. as i could see from other photos, it opens from the Fluid (me thinks somekinda like coolant or what?)...i also can be VERY wrong there...

it connects into the top hose on the radiator, opens when it gets warm. No electrics involved.
