It's an interesting question... We're not a 100% sure how these numbers are to be interpreted, but they are sourced from the data files of the EPC. We know these numbers are the last framenumber in a specific month and hence we would expect them to be sequential. I have no explanation for why it is this way, but it could also be an error in the data interpretation. I see a similar error in the TA63 and AA63 where one car was manufactured in december 1988 when these cars were more than 3 years out of production.
With some pure spectulation: it could also be the case that there were a bunch of pre-production cars that were used to set up the assembly line in the factory. Toyota uses a system since the 1970s to have multiple cars produced on the same production line, so it wouldn't be out of this world to see something like this. We could verify this by starting the EPC and query for that frame number.
