In a certain way: yes... But like he said: he didn't have the OEM horn stuff for it, so it was not possible to fit the OEM cap.

Still I think there is a better approach.
Weld up all the little holes and seams, then find a round ring that will fit in the center hole and take a horn button, or weld it down to the correct size with a bit of metal... Would look kickass..

Another option would be to find some way of fitting the center pad back and install a horn button somewhere else.
