I have no clue what a 5 seater license is but the AE86 was always only intended to have 4 people max... anyway it's hard to let things go but considering what you said so far you are better off without it...
If I was in your position, use your time to save money and then find something better to start on. OR learn the skills to fix it porperly but we are talking many years for that so it doesn't make sense to buy this one then either. If you have an abudance of proper storage space , which is free and the cash to buy this and not be worried that it wont move or make any remarkable progress being fixed for 5 years - then and only then by all means go for it.
