Not much can go wrong with the dampers apart from leaking and TRD's like to do that.
So it may be worth stripping the struts and manually working the inserts to get the oil running round.
If they are gas pressurised dampers and they don't fully extend under their own pressure then they are probably shot.
Same for the rears.
Brakes would be my first concern and they can be refurbished with a kit from Toyota, not cheap though. Brakes International stock reconditioned front and rear calipers for not a lot more than the cost of the repair kits.
