I´m just gonna answer this the best i can, if i misunderstood the question, just forget what i´m about to say.
Normally....Inserts into the front damber casings, are supposed to be loose. You do, though, need to fill up the chamber betweeen the insert and the housing with oil. This is done to optimize cooling, and don´t let anybody tell you different. So if what you´re saying is that you have taken your strut apart and found the insert loose inside, this is normal, and not to be altered, except with the oil i mentioned.
