Your pump should be getting 12V. If your battery is okay, then I would still suspect the circuit opening relay or the wiring to/from it. Relays can work poorly sometimes, they still switch but contact can be bad. You can try jumpering the fuelpump supply directly to the battery (lay a fat wire from the connector at the relay to the battery. If that works out you will at least be sure that the pump and wiring to it are alright. Then you can check the voltage that the input side of the relay is getting. If it's too low it will also switch poorly. If all that is okay, I suggest you find another relay.
