Damn rust
I have a freidn who is a welder, but i doubt he has his tools with him 24/7. Is a small rust area, if I cut it out, the only probelm would be the bend it has of the wheel well.

Damn rust
If you're unsure that you friend may be able to help, go to a few garages and ask how much they would charge to repair and then while they do it, keep an eye on them. That way you will learn for future reference and you will also urge them away from doing a bodge job
