When considering the difference in performance between factory and
aftermarket filter setups, don't forget to look at the resistance to flow.
Flow resistance varies as the square of the velocity, and is also affected
by bends, changes in direction, expansions or reductions in cross
sectional area etc. On the factory AE86 intake ther are a lot of these,
and most are eliminated with the Apexi system.

At low rpm's the airflow is low, and almost any intake system will work OK.
But at high rpm's, flow resistance starts to become significant, and it is at
this point that the freer flowing system will show an advantage. I agree
that the OEM paper filter is a good, but not good enough to offset the
less turbulent flow and lower overall resistance of the aftermarket setup.

Of course, more modern cars have better airbox and intake designs, and
there is very little evidence to support performance gains from installing
pod filters. In fact I have seen several tests that show a loss of power
when ditching the nice factory tuned intake for a random shiny pod
