Fuel related issue?

Fuel related issue?
I can only assume what I'm facing is a fuel related issue, but just want to get a second opinion.

The symptoms I'm facing are

- Hesitation at about the 2k mark when pulling away when cold

- Trouble starting the car (until 3rd turn of the key) when car is warm, in some/most cases after I've fuelled up

- on the odd occasion I get almost like a backfire pop from one of the ITBs

My first reaction is to change the fuel filter in case this is clogging up the works, but I also want to know if my lack of a charcoal canister could have any side effects that relate to this issue? I've recently changed the spark plugs and coil pack, so I don't think they're the issue, but I do need to check the timing at some point to see if that could be related,

Anything else I could check?

Throttle position sensor ?
Cold start ?
Do you need to give it throttle to get it to start on the third attempt ?

I don't believe it's the TPS as the EMS shows a reading for it. The car doesn't have a cold start injector, it's mapped to throw in more fuel when the engine is cold.
