steering rack help....

hey guys this thing has been driving me crazy, and makes
drifting very difficult.

my problem is that the steering never wants to center itself from
lock to lock. Im running full s13 parts all around with the exeption of stock 86 tension rods, have spl tie rod spacers,
spl inner and outer tie rods, with the stock s13 steering rack.
alignment settings are
front camber 3.5*
front toe 0*
castor is 4* if i remember correctly

one thing my friend suggested i add a spacer to the outer tie rod
to lower it and make it even with the steering rack. Ive never driven
the car without that spacer so i dont know if that would cause it.
please help me!!!
