Also as was mentioned before he's comment sounds off. For example Swiss law mentions a lot of things you're not allowed to modify at least not without proper paperwork but dampers are not mentioned anywhere and one can do/fit whatever he wants as long as you change the damper only (no altering of the strut in McPherson case).
