Differs very much from car to car, my ford used to have a special setting to let either the left or right city lights burn when you parked your car.
Actually, there is a law in Holland that states you need to put the parking lights on when you park your car at the side of the road in a spot where there is no road lighting. Its not a law many people are awhere off anymore these days because you hardly find inner city roads without lighting (you're not allowed to park at the side of the road on outer city roads) unless you go outside of the "randstad". Only when you park in a parking space on a road without lighting it is no problem to have all lights off I think. Most cars it just means putting city lights on and turning the engine off..
