You cant "restore" the plastics. The way the surface looks after many years, is caused by the lack of UV resistant material in the plastic.
In other words; The wrong kind of plastic was used to make the parts, whos exposed to the sunlight.

You need to cover the parts, either with vinyl or sand them down and paint them.
