I dont quite get it.. you have a turbo timer, but the engine wont idle when you switch the engine off (when the turbo timer should take over)? If it idles when you run it, it should idle with the timer too, maybe you wired it incorrectly, causing some vital thing to switch off (ignition/fuel). As I understand it, a turbo timer is nothing more than a delay between the moment you turn the ignition key to off, and the moment that the ignition is actually turned off.
