Tail lights are semi-working

You probably have a switch on it that allows you to choose what to measure, and what scale to use. DC voltage is usually depicted by a stripe with a dotted line above it like this:

____

and some just say VDC. If you have some scale to choose from use the 20V setting.

I have done what you said and what i have found is that the problem seems to be within the fuse board itself

The socket thing that the fuse goes into works fine on one side then i get nothing on the other side (my more electronically able friend helped me with this and did all sorts of complicated tests, but he didnt want to take the fuse board apart)

The fuse is fine, i tested the relay and that is fine, the problem seems to be on this wire :

Hmmm, perhaps finding a scrapped hachi and replace your fusebox as a whole?

unfortunately you just do not find scrapped hachis here. Nobody would give one up, and if they did someone would buy it as a whole and do it up.

Do you think a corolla like this might have a similar fuseboard?

You could just lay your own wire...it's just one little thing to fix. BTW, have you checked if the line you narrowed it down to is okay? Do your interior lights work, does the "door open"warning light on your gauge cluster light up? cause those are the only other things that take power from the same wire. If those dont work either then it could be a wire-break somewhere outside of the fuseboard.

I think you should go for Ivan's fix. But to answer you question, I think there might be a very good chance your fusebox is similar to the one in an E8 liftback...

At least I think the fusebox under the hood is similar (mine also has space for the ECU fittings although they are not used), the fusebox behind the kickpanel has lot's of space for things that are not available on an E8 liftback as well so I guess there's a good chance that it's the same as used on the hachi.

Well, I've looked it up on the EPC CD-ROM's. The fusebox under the hood is NOT similar although it looks similar...

But the fusebox you need IS similar. It's used on:

Corolla E8's (sedan, liftback, hatchback (GT), AE86)
MR2 AW11
Celica ST16/AT160/ST162
Tercel AL20/AL25/EL31
Supra MA70
