Mine works too.
You don't need the set button to be pressed in order to adjust the time. I've done it a few times after disconnecting the battery... |

My drivers manual reveals it's meant for synchronizing your clock with the beep some radio stations broadcast every hour. If you press it the clock jumps to the nearest hour. Then there's probably an older and a newer type clock and they didn't know what to do with the set button in the newer type so they thought of this radio synchronizing button... If I had a scanner here I'd show you the text from my drivers manual, and it really does work that way in my car.
