20v silvertop idle issue

Hello guys. It’s a silvertop 20v stock ecu just has throttle opener and metal vacuum lines under itbs removed no canister no egr. No pwrsyering no a/c. Starts up then dies a second later. I can however keep it running if I keep accelerated depressed a bit. If I disconnect the afm it runs and idles just kinda rich. It’s not the afm because I replaced it with a known good one and it’s not the iscv I took it off inspected cleaned and put back. Is there some sort of throttle adjustment on silvertop 20v ?

Well I just had to block the iscv and reinstall the throttle stop to set the throttle position. I’m guessing previous owner messed with itb tuning not sure. Rather just live with it.
