starting problems

I'm just about to reassemble my car and i need your help
firts, i have searched the forum and the whole www and haven't found anything that could help me.

My car won't start. The problem is arround the starter. When i turn the key the pinion moves out but the starter doesn't turn at all.
I tried 7 !! different starters including a new one and it's all the same.
I checked the wiring, meassured the voltage and resistance on each cable, and everything is as it should be.

I'm grateful for any help
