Changing Mileometer reading?

Well, here in holland they keep track of odometer mileage at the annual checkup. So you would get red-flagged the moment they find out the mileage has started to decrease. Dunno if there would be any consequences though.. I was thinking about this as a safety measure in case the volvo exceeds the allowed 5000km mileage for the insurance, but disconnecting the speedometer drive cable in time also does the trick.
