It is a slide hammer!
Ben you can buy these from Machine Mart, Demon Tweeks, Halfords etc. Around £40. The Machine Mart is heavy duty with a big weight. If your axles arent rusted in place then you might be able to get it out another way. Unbolt the outer dust seal, put the brake disc back onand bolt it down tight. Then using a dead blow mallet / rubber mallet strike the back face of the brake disc - rotate it 90 and smack it again, repeat all the way until the shaft comes out. If after a few attempts it hasnt come out get a slide hammer. I did 1 shaft like this (came out easy) the other one took about 10 mins of serious slide hammer action before it popped out. Once out, use some fine wet and dry to clean off any surface rust on the bearing outer race and also clean up the inner section of the axle. http://www.eight-six.co.uk - read the blog!
