hello, iam looking for 1.6 non turbo engine to get about 250 hp,
question is, if the engine from ae86 is the right choice.
do somebody know race car with this horsepower

It does exist, but not without spending ridiculous amounts of money!
Only a few NA 4AGE reach the 200HP and mostly they are hard tuned engines with mixes between generations, remapped ECUs, overbored, specially made cams and some ITBs. Note that this is all "normal" stuff you can buy around the internet. Beyond 200HP you need either racing professionals to create parts for you or buy parts from racing teams (like the Formula Atlantic parts for instance).
