Hi drift,
Are you sure the pads aren't simply stuck in the bracket? You have these little metal thingies at the side that help them move but if these are installed wrong or if these are dirtly or if it doesn't all fit right, the pads can get stuck in the brackets and not release while the caliper itself is fine. What you could try to do is take the pads out, give the bracket and the metal insets a good clean, sand the metal bits that stick out on the backplate of the pads a little so they move well and easy within the bracket, and lubricate them a bit with copper grease or something similar.
